Children Waiting for Moms and Dads

I wrote several months ago about the little boy, Cesar who is a special needs orphan living here in Lima, Peru.  He is in need of a good Christian home. Could you please post some basic information regarding Cesar and his need for a home? Cesar is a 5 year old boy who has Cornelia de Lange Syndrome.
